What are the government requirements for recycled content for paper products?

Federal government guidelines are intended to promote the use of recovered material.  Minimum guidelines for post consumer waste percentages follow:

Copy paper, tablets, stationery                            30% PCW
Index stock, text, cover stock                                30% PCW
